Greetings Citizens of Los Santos,
Contained within this document are the current penal codes that are enforced within the State of San Andreas. All laws have been properly explained in depth and are required to be heavily enforced by all Law Enforcement Agencies within the City, County, and State. The Laws and Acts are passed jointly by the Los Santos Police Department, the San Andreas Sheriff's Department, and the Federal Bureau of Investigations. They are subject to change at any time in any shape or form, but within the legal rights and boundaries outlined in the United States Constitution and the Human Rights Act of San Andreas.At any point in time, the Chief of the Los Santos Police Department, Sheriff of the San Andreas Sheriff's Department, and Director of the Federal Bureau of Investigations are able to implement new state laws upon having a joint discussion. If you're being questioned at any period of time during your arrest, the Agent or Officer processing you is required to read the Miranda right. If an Officer fails to recite the Miranda Rights towards your attention the arrest could result in an instant void and the Officer/Agent/Deputy in question could face punishment for their actions.

Your responsibilities
- If you are asked to stop by a police officer, you must do so.
- You must provide identification or your real name, DOB and address if asked by an officer.
Your rights
- If police ask you to go with them you do not have to unless you agree or your being detained.
- Police cannot search you or your vehicle without your consent or probable cause or placing you under arrest.
- After providing your ID, you may refuse to answer officers questions. If arrested, you will be questioned and should co-operate but may refuse to answer questions.
- You are entitled to a supervisor at ANY TIME. Please request one if in doubt.
Police Officers Right to Act
- A Police Officers badge is his right to act, enforce law and carry with the right to use a firearm.
- "Assault on an officer" is defined as attacking an peace officer.
- Officers are authorized to use Force level 4 (draw a firearm) when their life or others may be in danger and is defined as actively assaulting an officer or other person or threatening to do so.
- Officers are authorized to use Force level 5 (deadly force) when their life or others may be in danger and is defined as actively attempting to hinder their free movement (tackle, knock-out), actively shooting or attempting to escape after a felony offence.
The speed limit of 50miles per hour applies to all urban and city-style roads.
The speed limit of 65mph applies to all interstates.
All persons operating vehicles on state roads must hold a full and valid driver’s license.
All vehicles on state roads must be road worthy and not damaged, smoking or be operating dangerously.
The use of car modifications such as hydraulics and NOS is illegal in or on public areas. These systems may only be used for legal racing supervised by Law Enforcement
All vehicles within the State of San Andreas must have valid tax and valid insurance.
At all times,ever person within a moving vehicle is required to wear seat belt at all times.The State of San Andreas enforces the Click it or Ticket regulation
All vehicles must have a license plate.These are state issued and not personally owned.
All vehicles within the state of San Andreas have front and back licenses plates on the vehicles.
At NO time can you disguise your identity while you're operating a motor vehicle
- Crossing the Median
Driving a vehicle across the middle of a divided highway, onto the opposite lane of travel, either by making a U-Turn or driving in the wrong direction on the opposing side.
Penalty: $155 fine
- Disregard Traffic Signal
Disregarding or ignoring traffic signals including barriers on level crossings, advisory of traffic or road conditions ahead, or temporary road advisory signals including authorized persons giving direction.
Penalty: $225 fine
- Driving a non-road-worthy vehicle
Driving a vehicle in a condition where it is no longer road worthy, including where there is a registration plate missing, or where smoke is emerging from the vehicle. The vehicle must no longer be driven if it is in this condition.
Penalty: $155 fine
- Driving an Unregistered Vehicle
Driving a vehicle which has not been registered with the Department of Motor Vehicles.
Penalty: 1st offence: $350
If 2nd or subsequent offence: $400 + impound until registered owner can pick it up (at officer's discretion)
- Driving recklessly
Driving a vehicle with no care or attention, putting the lives of others in danger and failing to abide to all traffic laws.
Penalty: $400 + Jail
- Driving Without Documentation
Driving a vehicle without due paperwork present inside the vehicle, including driving license, insurance certificate and vehicle registration certificate.
Penalty: 1st offence: $350
If 2nd or subsequent offence: $400 + impound until registered owner can pick it up (at officer's discretion)
- Failure to Stop Following Involvement in a Collision
Failing to stop to exchange details and ensure the well-being of other involved drivers after becoming involved in a road traffic collision.
Penalty: $300
- Failure to Stop for a Police Vehicle
Failing to stop for a vehicle displaying a blue light to the front, where the intention of the law enforcement officer driving the police vehicle is for the subject vehicle to stop.
Penalty: $250
- Failure to Stop for a Red Light
Failure to stop where a traffic light displays a red light.
Penalty: $250
- Failure to Yield
Failure to yield to either a pedestrian wishing to cross at a cross walk, for an emergency vehicle which is traveling with its emergency signals activated, or at an intersection where there is oncoming traffic.
Penalty: $225
- Following too Closely
Following at a low distance behind another vehicle, causing inherent risk of damage to the back of the front vehicle, should an emergency stop be required.
Penalty: $150
- Improper Entrance or Exit of a Controlled Access Highway
Entering or leaving a highway in a way which is dangerous, or improper, including over a grass verge, or any other means which is not a normal access roadway.
Penalty: $155
- Improper Horn Usage
Use of a vehicle horn for reasons other than to alert drivers to a hazard on the road.
Penalty: $50
- Improper Parking
Parking in an area in which parking has been declared prohibited, or in the roadway, or in a way which is not within the bounds of a reasonable parking space, where parking spaces are provided, or on a highway, or completely on the sidewalk, or obstructing an emergency access location, or on private property.
Penalty: $155
- Open Liquor Container
Driving a vehicle while an open container containing liquor is inside the vehicle.
Penalty: $100
- Passing on an Intersection
Overtaking a vehicle while on an intersection.
Penalty: $155
- Pedestrian on a Controlled Access Highway
Walking, running, or otherwise being on foot on a highway, where pedestrians are not authorized.
Penalty: $100
- Removal or Damage to Road Warning Signs or Signals
Deliberately removing or damaging warning signs or signals such as roadblocks put in place by law enforcement officers.
Penalty: $150
- Seat Belt violation
Driving a vehicle while not wearing an appropriate safety seat belt, other than on a public bus or in the rear of an ambulance.
Penalty: $200
- Speeding
Driving at a speed faster than 50mph on a city/urban street, and a speed faster than 65mph on a public highway.
Penalty: $155
- Stopping in a Prohibited Area
Stopping in an area in which stopping is prohibited, e.g. on an intersection.
Penalty: $100
- Stopping on a Highway
Stopping a vehicle on a highway.
Penalty: $155
- Street Racing
Engaging in a race with motor vehicles between two or more persons on a public roadway.
Penalty: $300
- Striking Fixtures Adjacent to the Roadway
Causing damage or destruction to light poles, traffic lights, fences or other fixtures which are adjacent to the roadway.
Penalty: $200
- Use of Hydraulics on a Public Road
Using hydraulic modifications on a vehicle while on a public roadway.
Penalty: $1000
- Use of Nitrous Oxide on a Public Road
Using nitrous oxide modifications on a vehicle while on a public roadway.
Penalty: $1500
A misdemeanor is any "lesser" criminal act in some common law legal systems. Misdemeanors are generally punished less severely than felonies, but theoretically more so than administrative infractions (also known as minor, petty or summary offenses) and regulatory offenses. 131 PMC- Aiding and Abetting
Directly aiding in, and participating in the commission of a criminal offense.

132 PMC- Assault
An unlawful attempt, coupled with a present ability, to commit a violent injury upon another person. Spitting on a LEO is considered Assault.

133 PMC-Auto Burglary
Entering a locked automobile or its trunk with the intent to steal the vehicle, steal property contained in the vehicle, or commit any other crime inside the vehicle.
Penalty: Los Santos Jail
134 PMC- Being under the influence of a controlled substance
Directly taking, using or being under the influence of a controlled substance or recreational substance, other than by prescription.
Penalty: Los Santos Jail
135 PMC- Breaking and Entering
Causing damage to a building, vehicle or structure in order to gain access.
Penalty: Los Santos Jail
136 PMC- Burglary
The taking of the property of others from within a building, to which damage has been caused in order to obtain the goods.

137 PMC- Comtempt of Court
Disobeying the direct order of a court official or authorized warrant.
Penalty: Los Santos Jail
138 PMC- Criminal Threats
Issuing threats of violence or otherwise with the intent to cause fear.

139 PMC- Destroying Evidence
Deliberately destroying or disposing of evidence to prevent prosecution or conviction, including but not limited to, throwing, burning or swallowing evidence.
Penalty: Los Santos Jail
140 PMC- Disturbing the Peace
Acting in a way which is disruptive to the public peace including repeatedly making threatening, discriminatory or violent-nature statements, or acting in a way which disturbs or offends others.

141 PMC- Disorderly Conduct
The act of disturbing an area with noise or destruction/Being a general disturbance to a particular area/Performing lude acts

142 PMC- Diriving an Unregistered Vehicle
Operating a motor vehicle without visible or valid license plate tags.
Penalty: Los Santos Jail
143 PMC- Driving Under the Influence
Operating a motor vehicle while one's physical or mental abilities are impaired by alcohol or a controlled substance to such a degree that they no longer have the ability to drive with the caution characteristic of a sober person of ordinary prudence under the same or similar circumstances.

144 PMC- Driving on a suspended license
Driving a vehicle while the driving license of the driver is suspended.

145 PMC- Driving Without a License
Driving a vehicle without a valid State of San Andreas driving license.

146 PMC - Facial Obstruction
Deliberately attempting to conceal ones identity in order to prevent identification by authorities, in circumstances where it is unusual.

147 PMC - Failure to Comply
Failure, refusal, or neglecting to obey an official order from an LEO.

148 PMC-Failure to Pay a Fine
Refusal to meet the requirement payment of a fine issued in response to a criminal incident.

149 PMC- Forgery
Deliberately copying, duplicating or creating replicas of objects or documentation with the intent to deceive.
Penalty: Los Santos Jail
150 PMC- Grand Theft Auto
Seizing a vehicle from the immediate possession of an individual through force or confrontation.
Penalty: Los Santos Jail
151 PMC- Hit and run
Engaging in a criminal offense from which an injury is received by an individual, and leaving the scene without duly resolving the issue.
Penalty: Los Santos Jail
152 PMC- Inciting a Riot
Encouraging or inciting people to engage in tumultuous or dissolute conduct in a public place which is inherently likely to cause public alarm.
Penalty: Los Santos Jail
153 PMC- Indecent Exposure
Exposing private or sexual parts of the human body in public.
Penalty: Los Santos Jail
154 PMC- Lewd Conduct
Engaging in lewd or dissolute conduct in a public place, including the public display or exhibition of pornographic or explicit content or acts.
Penalty: Los Santos Jail
155 PMC- Loitering
Lingering or remaining in a public place or business for a prolonged period of time where one has no legal business in such practice.
Penalty: Los Santos Jail
156 PMC- Mutual Combat
Two or more parties agreeing to and engaging in an act of fighting in the presence of others or in public.
Penalty: Los Santos Jail
157 PMC- Misdemeanor Evading
Evading, running, or escaping someway in the attempt to elude an officer
Penalty: Los Santos Jail
158 PMC- Misdemeanor Possession of Schedule I Controlled Substance
Possession of a combination of any type of Schedule I controlled substances allotting to over 5 grams but under 40 grams
Penalty: Los Santos Jail
159 PMC- Misdemeanor Possession of Schedule II Controlled Substance
Possession of a combination of any types of Schedule II controlled substances allotting to under 20 grams.
Penalty: Los Santos Jail
160 PMC- Misdemeanor Possession of Schedule III Controlled Substance
Possession of a combination of any types of Schedule III controlled substances allotting to less than 5 grams.
Penalty: Los Santos Jail
161 PMC- Misuse of the Emergency Hotline
Improper or deliberately misleading use of the 911 emergency hotline, including hoax or deceitful calls.

162 PMC- Obstruction of Justice
Offering interference to the work of government officials, police officers or federal agents. This also includes; Giving false information to police and lying in statements and 311/911 calls

163 PMC- Petty Theft
The act of removing the private property of an individual with the intent to permanently remove their possession of it, of items up to the value of $500.

164 PMC- Perjury
Lying or making false statements in a court of law

165 PMC- Possession of a Controlled Substance
Possession of a controlled or recreational substance without, or to an amount which exceeds the stated dosage on a prescription.

166 PMC- Possession of Stolen Property
Being in possession of property which has been stolen, regardless of any knowledge as to whether the property is stolen; this does not necessarily indicate that the holder has stolen the property, but rather that they are in possession of property which is stolen.

The act of offering oneself in exchange for financial or property gain to perform sexual acts.

168 PMC- Public Defecation
The act of disposing of human feces in a public place.

The act of being intoxicated, or drunk, in a public place.

The act of disposing of human urine in a public place.

171 PMC- Reckless Driving
Driving in a way which is unsafe, irresponsible and likely to cause harm, injury or damage to the property of others.

172 PMC- Resisting Arrest
The act of deliberately avoiding, through force or other means of avoidance, regardless of how slight, being handcuffs, secured or otherwise taken into police custody.

173 PMC- Receiving Stolen Property
Knowingly buying, selling, receiving, concealing, or withholding stolen property.

174 PMC- Street Racing
Unsanctioned and illegal motor racing on public roads.

175 PMC- Trespassing
The unlawful intrusion or entry into someone Else's private property.

The act of deliberately damaging, defacing or altering property which is not owned by the individual.

177 PMC- Unlawful Assembly
Refusing to leave a public, private, or residential area at the request of a Law Enforcement Officer

Felony Offenses are of a very serious nature and often are the result of severe injury or damage of deliberate means. Felonies are defined as criminal offenses with maximum penalties greater than one year in prison. Felony charges include murder, malicious wounding, and armed robbery etc.All Felonies must serve time within the Los Santos Maximum Corrections Facility.If you're charged with a Felony within the State of San Andreas and you do own a firearms permit will result in a permanent removal of ownership.

199 PFC- Aggravated battery
An act of battery committed against an individual which occurs with the intent to cause serious bodily injury, or which occurs with a weapon.

200 PFC- Armed Robbery
The use of force or confrontation, coupled with the use of a firearm or weapon in order to obtain or take the property of an individual, regardless of the value.

201 PFC- Arson
The act of intentionally setting fire to property in a public place, or deliberately setting fire to the private property of another individual.

202 PFC- Assault on a Government Official/ Law Enforcement Employee
An unlawful attempt, coupled with a present ability, to commit a violent injury upon an individual representing the government in some capacity, e.g. police officer, federal agent. Spitting is also considered as assault and carries the same sentence.

Deliberately and intentionally taking direct steps toward the killing of another individual, where there is intent to kill the individual.

205 PFC- Attempted Murder on a Government Official/ Law Enforcement Employee
Deliberately and intentionally taking direct steps toward the killing of an individual representing the government in some capacity, e.g. police officer, federal agent, where there is intent to kill the individual.
Penalty: FOUR YEAR SENTENCE - Los Santos Prison + 1 Strike. Three strikes = Life.
206 PFC- Bank Robbery
The act of taking direct steps to, or attempting to steal money from a bank or authorized, regulated financial institution.
Penalty: ONE YEAR SENTENCE - Los Santos Prison
207 PFC- Battery
Willfully, intentionally and unlawfully using force against another individual.
Penalty: ONE YEAR SENTENCE - Los Santos Prison
208 - PFC - Brandishing a weapon of Firearm
Holding, producing or displaying a weapon or firearm in any public place, regardless of firearms license.

209 PFC- Bribery
Giving, or offering to give, directly or indirectly, anything of apparent present or prospective value to any of the following persons, with the intent to influence his conduct in relation to his position, employment, or duty; a public officer, public employee, or person in a position of public authority.

210 PFC- Car Jacking
Taking a vehicle from someones immediate possession accomplished through force or fear

211 PFC- Crimes Against The State
Engaging in an act of treason, sedition, rebellion, sabotage, terrorism, or combination of said acts in an attempt to overthrow the Government of San Andreas.

212 PFC- Criminal Possession Of A Gun
When a person carries a firearm in a public place or on any public street while masked so as to hide his or her identity.
Penalty: TWO HOUR SENTENCE- Los Santos Prison
213 PFC- Escape from Lawful Custody
Violating Escaping from the Custody of a Law Enforcement Officer when you have been lawfuly detained and in custody.
Penalty: ONE YEAR SENTENCE - Los Santos Prison
214 PFC- Extortion
Using force or threats to compel another to give over money or other property, using force or threats to compel an authority figure to perform an official act, or being a public official and compelling another to give over money or property acting under color of official right.

215 PFC- False Imprisonment
Unlawfully restraining, confining, or detaining another person without his or her consent

216 PFC- Felony Evasion
A deliberate attempt to elude or escape from police, including, but not limited inside a vehicle, or on foot after committing a Felony.

Possession of any amount of Schedule I Controlled Substances over 40 grams in total

220 PFC- Grand Theft
The act of removing the private property of an individual with the intent to permanently remove their possession of it, of items in excess of the value of $500.

221 PFC- Harboring a Fugitive
Any person who, with knowledge that a crime has been committed, aids, harbors or conceals a person or evidence with the intent to help the person escape arrest or conviction.

222 PFC– Illegal Posession of a Firearm
Possession of a legal firearm without a state issued license.
Penalty: ONE YEAR SENTENCE - Los Santos Prison
223 PFC– Impersonation of a Government Official/ Law Enforcement Employee
The crime of pretending to be an authorized officer of government organization, including but not limited to a police officer, federal agent, etc., in order to deceive others and gain some advantage.
Penalty: ONE YEAR SENTENCE - Los Santos Prison
224 PFC- Kidnapping
The crime of unlawfully seizing and carrying away a person by force or fraud, or seizing and detaining a person against his or her will with an intent to carry that person away at a later time.
Penalty: ONE YEAR SENTENCE - Los Santos Prison
225 PFC- Manufacture of a Firearm or Explosive Device
Unlawful construction, manufacture, assembly or packaging of a firearm or ammunition.
Penalty: THREE YEAR SENTENCE - Los Santos Prison + 1 Strike. Three strikes = Life.
226 PFC– Money Laundering
Engaging in financial transactions to conceal the identity, source, or destination of illegally gained money.
Penalty: ONE YEAR SENTENCE - Los Santos Prison
227 PFC– Murder (Character Kill)
Committing an act that caused the death of another person with malice aforethought and without a lawful excuse or justification
Penalty: LIFE (( 10 YEARS ))
228 PFC– Murder on a Government Official/Law Enforcement Employee (Character Kill)
Committing an act that caused the death of an on duty government employee with malice aforethought and without a lawful excuse or justification
Penalty: LIFE + Sentenced to death.
229 PFC- Possession of a Destructive Device
Possessing any device manufactured to cause destruction other than fixed ammunition.
Penalty: TWO YEAR SENTENCE - Los Santos Prison
230 PFC- Possession of an Illegal Firearm
Possession of a firearm deemed illegal in the State of San Andreas, regardless of a firearms permit. (IE: SD Pistol, M4; AK-47, Sawed-off shotgun, SPAZ-12; TEC 9; UZI; MP5; Sniper Rifle

231 PFC- Possession with Intent to Supply
Possession of controlled articles including but not limited to recreational drugs and firearms with the intent to supply them to another individual. (An amount of recreational drugs which is deemed to be more than would be reasonable for personal use is sufficient for prosecution under 225 PFC. Personal use quantities should be prosecuted under 208 PFC)

232 PFC- Rape
A criminal offense defined as forcible sexual relations with a person against that person's will.

Refusing to provide ID or to provide your true name when requested by a LEO

234 PFC– Refusing to Identify as a Non- United States Citizen or Resident
Immediate Deportation of country of Origin
Penalty: IMMEDIATE DEPORTATION TO COUNTRY OF ORIGIN
235 PFC- Riotous Activities
Disturbance of the peace by several persons, assembled and acting with a common intent in executing a lawful or unlawful enterprise in a violent and turbulent manner.
Penalty: ONE YEAR SENTENCE - Los Santos Prison
236 PFC- Robbery
The taking of money or goods in the possession of another, from his or her person or immediate presence, by force or intimidation.
Penalty: ONE YEAR SENTENCE - Los Santos Prison
237 PFC- Sale of a Controlled Substance
The act of giving over a controlled substance such as recreational drugs in exchange for financial or property gain.
Penalty: TWO YEAR SENTENCE - Los Santos Prison
238 PFC- Smuggling
The criminal offense of bringing into, or removing from, a country those items that are prohibited or upon which customs or excise duties have not been paid.
Penalty: TWO YEAR SENTENCE - Los Santos Prison
239 PFC- Solicitation
Urgent request, plea, or entreaty; enticing, asking. The criminal offense of urging someone to commit an unlawful act.
Penalty: ONE YEAR SENTENCE - Los Santos Prison
240 PFC- Terrorism
The unlawful use of force or violence against persons or property in order to coerce or intimidate a government or the civilian population in furtherance of political or social objectives.
Penalty: LIFE (( 10 YEARS ))
241 PFC- Torture
The prolonged use of force or intimidation to cause injury in order to obtain information, or to cause severe discomfort, pain or death to an individual.
